The three things, kept apart
Paying the levy can feel like the paperwork is finished, especially when another email is already waiting in the travel folder. Keep a separate completion record for each requirement instead, so a levy receipt doesn’t stand in for a visa or an arrival declaration.

The 72 hour window
The free arrival card opens three days before arrival; Smartraveller describes the window as within 72 hours of travel. Use the official All Indonesia website when it opens, rather than a paid look-alike that appears to offer an earlier submission.
For the combined All Indonesia route, submit the card first and then the e-VOA, allowing at least 48 hours before travel on Smartraveller’s guidance. Its advice also links the official separate eVisa application. Choose the visa for your passport and purpose of travel; completing the card alone doesn’t supply it.
The Bali levy is a separate IDR 150,000 per person where applicable, with exemption guidance on the Bali Government’s Love Bali FAQ. Keep its receipt beside the card and visa records.
Save the code before leaving home
Home Wi-Fi is enough to complete the card, so you don’t need a travel eSIM for the form. Screenshot the resulting QR code before departure, keeping it available without an Indonesian internet connection.
Ngurah Rai at 11pm with a full flight ahead of you is not the moment to discover the Wi-Fi is congested. Having the code saved makes that one less thing the airport connection has to do.

What it replaced
If you remember submitting a separate electronic customs declaration on a previous Bali visit, All Indonesia brought that reporting together with immigration, health and quarantine in one system. Advice from before the late-2025 change can still describe the old separate forms, which is why repeating a previous trip’s checklist can send you to the wrong process.
The combined system applies across Indonesia’s international airports and seaports, rather than only Bali. Land arrivals follow separate customs guidance, so use that route instead of assuming an air-arrival guide settles a land crossing.
Arrival forms and phone registration
